well lieutenant and general would basically be the same thing. except lieutenant would be deputy under president in the executive branch. and general would be the highest rank or one of the highest ranks in the military, run by the executive branch.

ok, so we got the executive branch pretty much sorted, but not the other two.
So Judicial handle what?

judicial handles the spies.
is it judicial or legislative that handle the resources? i think it's the legislative.
the only thing is, legislative manages and deals information, which would be under the spies category. so then the legislative would either handle the spies or the resources, and the judicial would just handle the other that the legislative doesn't.

I think we said that legislative handles resources, but I think it makes sense for them to handle spies if they do with information but then they will have less to do and then Judicial could handle resources.
